Unfortunately, there isn't a place in QBO right now that gives you that report. The only column you currently have the option to bring in is the Foreign Amount, but it doesn't give you the balance in the account.
You can download it into excel and sum the column (since it puts all of the debits/credits into a single column, with negative signs. The thing to watch for, is that it will not give you a figure for your opening balance in the account.
The Account List report will give you the Foreign balance amount in the account, BUT you can't change the date on that report, so it will give you the balance only as at the date you run the report.
No great fix or workaround here, unfortunately.
